Counting the money and dividing it into the $20 payments. One $10, one $5, and five $1 bills would go to every employee of the district. The process took all day and evolved into a small riot before it was over.
Ironically, the money was no good at the markets. The employees had to take the money to street exchangers where they would get the money converted into Iraqi dinar. The street exchangers always knew when payments were made and their value on the dollar would fall dramatically on those days. Payments were later made in dinar but there were not enough Iraqi dinar available. The U.S. had to have more money printed. Yes, the bills still had Saddam's face on them.
